The National Assessment Centre (NAC) Portal is expected to provide greater certainty to industry on how similar products and transactions are being assessed across the country. The move is significant for businesses importing goods that have historically faced differing classifications or valuation approaches at different ports.
A common repository of precedents could allow companies to identify the prevailing assessment position and strengthen their submissions when seeking a particular classification or valuation treatment.
Importers will be able to search previous decisions and guidance before filing declarations or responding to assessment queries, potentially reducing delays, representations and litigation arising from inconsistent interpretations.
The portal, available at naccustoms.gov.in, brings together Customs Authority for Advance Rulings (CAAR) rulings, legal decisions, audit objections, NAC advisories and alerts, as well as information on classification, valuation and other assessment-related issues. The initiative is the latest step in the customs reforms to promote uniformity and consistency in customs assessment.
“This would promote better compliance, reduce avoidable divergent interpretations and practices, and provide greater transparency and certainty to trade,” the CBIC said in a circular issued on Friday.
At the same time, for customs officers, the portal is intended to provide a common reference base for assessment decisions, helping prevent repeated examination of issues that have already been settled or considered by another formation. The portal will also carry other relevant details of policy issues related to customs, commissioner level facilitation committees and permanent trade facilitation committees.
