New Delhi: The government has begun consultations with agricultural companies, including seed manufacturers, fertiliser producers and exporters, to identify regulatory hurdles and improve ease of doing business in the sector.

Officials from Niti Aayog recently met representatives of the seed industry as the centre is looking to modernise decades-old regulatory frameworks governing seeds and fertilisers, while exploring new international markets through trade agreements and other initiatives to diversify and expand India’s agricultural exports.

“Every state has their own procedure and requirements for testing and trials. This causes delay in launch of new products keeping farmers from new technologies,” said a senior representative of the seed industry. They had earlier met representatives of the fertiliser industry to seeking suggestions on policy and procedural changes that could simplify business operations, reduce compliance burdens and improve competitiveness, people aware of the discussions said.

A key focus is the need to update the regulatory framework governing the sector. The Seeds Act, 1966, which governs the seed industry, is seen as increasingly out of step with changes in technology and the development of new seed varieties.

Fertiliser companies, have also flagged delays in regulatory approvals for innovative products, which can slow their introduction in the market and limit farmers’ access to newer technologies. Industry players are expected to flag issues relating to approvals, licensing requirements, regulatory clearances, quality-control norms and other operational bottlenecks.

For seed companies, the age of the existing law and delays in approving new varieties are important concerns. Fertiliser makers are likely to seek faster clearances for new products, while exporters could push for smoother procedures and more predictable trade policies. The government is also exploring new international markets through trade agreements and other initiatives to diversify and expand agricultural exports.
