The duty on elastomeric filament yarn or spandex ranges from $794-2033 per metric tonne after examination of a complaint by Indo Rama while on flexible slabstock polycol from China and Vietnam range from $72-312 per metric tonne based on a complaint by Manali Petrochemicals.
The elastomeric filament yarn with its built-in flexibility, is used in manufacturing of hosiery, swimsuits, aerobic or exercise wear, ski pants, golf jackets, disposable diapers and other similar products. It is often blended with other fabrics, such as cotton, nylon and polyester to give a garment an additional level of comfort.
In case of spandex, the complainant said that the imports have hurt local manufacturing by keeping prices low. The investigation by DGTR also found after comparison of normal value with export price that there is significant dumping of the product in the country.
Flexible slabstock polyols are used to produce polyurethane foam blocks for mattresses, furniture, and automotive seating.
The investigation found evidence that dumping of the product has undercut price and resulted in injury to the local producer who is the sole manufacturer of the product in India.
The DGTR recommends these duties but they are notified by the Central Board of Indirect Taxes and Customs to become effective.
