The Department of Expenditure has not made any allocation for the scheme pending approval.
“A draft note for approval of the cabinet for central sector scheme ‘Skill India Programme’ based on expenditure finance committee recommendation, is awaited, pending which no allocations have been made by the department of expenditure,” the ministry said in its October brief to the Union cabinet.

Queries emailed to the cabinet secretariat, Prime Minister’s Office and the ministry did not elicit a response till press time.
The note said the operationalisation of the Skill India International Centre (SIIC) was pending due to prolonged interministerial consultations.”We have issued a draft CoS (committee of secretaries) note to the ministry of external affairs (MEA) to operationalise SIICs. Comments of MEA (Ministry of External Affairs) have been received and these are being examined in this ministry,” it said. Aiming to align India’s skills training with industry needs and benchmarking them to international standards, the ministry has proposed multiple changes to its flagship schemes as part of the comprehensive Skill India Programme, which will be a revamped version of Skill India Mission.
These include tweaking the Pradhan Mantri Kaushal Vikas Yojana (PMKVY 4.0), the National Apprenticeship Promotion Scheme and the Jan Shikshan Sansthans scheme while upgrading the Industrial Training Institutes (ITIs).
