Noida Authority has informed the Supreme Court that it has approved a revised layout plan for the 300-acre Sports City project in Sector 150, marking a key step towards restarting development after years of delays. The plan reserves 70% of the land for sports facilities, while the move could offer some relief to homebuyers waiting for stalled projects to progress. However, the approval does not automatically allow all construction work to resume. Further clearances and project-specific decisions will determine how development moves forward.

Noida Sports City revised plan approved after public objections

In an affidavit submitted to the Supreme Court, Noida Authority said Lotus Greens Constructions submitted the revised layout plan, along with the prescribed fee, on January 2. The proposal received in-principle approval at the Authority’s 222nd board meeting on April 6. Before that, public objections and suggestions were invited through newspaper advertisements and the Authority’s website. The concerns received were subsequently addressed, following which formal approval was granted on May 6.

The layout, prepared by Skyline Architectural Consultant and vetted by the Sports Authority of India (SAI), covers Plot 2 in Sector 150. The Authority also approved building plans for Plot SC-02 on June 9.

Four Sports City housing projects receive conditional occupancy certificates

Noida Authority has also issued conditional occupancy certificates for four housing projects developed by Brick Rise Developers, Ace Infracity, Land Kart Builders and Samridhi Infra Square.

The development is a separate step in the process of addressing pending approvals linked to the Sports City projects. The conditional nature of the certificates means the applicable requirements and conditions remain relevant. For homebuyers who have waited years for progress, these approvals may be significant. However, the timelines for construction, completion and possession will depend on the status of individual projects and the clearances they require.

Revised plans submitted for other Noida Sports City projects

The process is also moving ahead for other projects in the area. Last month, Logix Infra Developers submitted a revised plan for Sector 150, 3C Green Developers submitted one for Sectors 78-79, and ATS Homes submitted a proposal for Sector 152.

Noida Authority has invited public objections and suggestions on these proposals before taking further decisions. Their progress will depend on the review process and the steps required to secure approval.

On October 6, the Supreme Court decided to hear the cases concerning the three projects separately so that issues specific to each development could be examined. The next hearings are scheduled for December 9, December 16 and January 20.

Why was Noida Sports City development stalled?

The Sports City concept dates back to 2004, when Noida Authority planned sports infrastructure in connection with the Commonwealth Games. Four schemes were launched between 2010-11 and 2015-16, covering around 32.3 lakh square metres, or 798 acres. Under the schemes, 70% of the area was earmarked for sports facilities.

The project later came under scrutiny after a Comptroller and Auditor General (CAG) report flagged irregularities, including allotments made without the required approvals.

On January 18, 2021, Noida Authority halted development-related processes, including building plan approvals and occupancy-related clearances. The CAG observations concerning Sports City were subsequently placed before the Uttar Pradesh Public Accounts Committee, which disposed of them on August 29, 2024.

What the Supreme Court’s order means for homebuyers

On November 24, 2025, the Supreme Court directed Noida Authority to lift the development ban within 30-45 days. The revised layout approval is a step towards moving the project forward, but it does not mean every stalled development is now cleared for construction.

The separate hearings will allow the court to examine the circumstances of individual projects. For homebuyers, the next key developments will be project-specific approvals, progress on construction and clarity on completion and possession timelines.
