The US Commerce Department also assigned anti-dumping margins of 94.36% on producers from Indonesia and 65.43% for those from Laos. It set countervailing duty rates between 73.2-173.7% for Indonesian producers and 82.03-153.67% for producers from Laos.
The investigations were on crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells) from these three countries.
The US International Trade Commission is likely to make a final determination next month to decide whether the imports materially injured or threatened to injure American manufacturers.
“The International Trade Commission (ITC) is running concurrent injury determination investigations,” the US Department of Commerce said in a statement.
The development comes even as India and the US are negotiating a Bilateral Trade Agreement (BTA), the first tranche of which would come into force as soon as Washington ensures that India secured a comparative advantage over its competitors.
The US imposed a 10% tariff on India under a Section 301 probe on forced labour and is also in the process of enacting legislation that would see tariffs of up to 100% imposed on India among five countries for being the top importers of Russian oil and gas.Washington has also named India among 41 countries as being part of a “shadow trans-shipment network” that allegedly allows Chinese goods to bypass American tariffs and announced plans to deploy AI to identify and crack down on such shipments.
India’s goods exports to the US fell 0.06% year-on-year to $25.46 billion in the first quarter of FY27, while imports rose 23.82% to $16.6 billion.
