Labour Codes get thumbs up from employees and employers

Labour Codes will enhance ease of living for employees while significantly improving ease of doing business for employers along with strengthened social security and simpler, more streamlined compliance system, shows the preliminary findings of a perception survey done on the Codes.

The four Labour Codes vis the Code on Wages, the Social Security Code, the Industrial Relations Code and the Code on Occupational Safety, Health and Working Conditions, were rolled out on November 21.

The survey, done by the V.V. Giri National Labour Institute, on a sample size of over 6300 employees and employers for a period from November 21 to January 21 focused on the initial phase of implementation of the Labour Codes, recognising that the Codes constitute a structural reform whose outcomes are progressive and unfold over time.

As per the Survey titled “The Implementation of Labour Codes: A Perception-based Analysis, around 60% of workers believe overall working conditions will improve while 63% of the respondents expect better regulation of working hours and 60% anticipate enhanced rest periods and leave practices.


Further, 66% of workers believe that safety, transport, and monitoring requirements will improve protection for women workers, while 63% feel that mandatory safety equipment and protective measures will strengthen workplace conditions and 64% of workers foresee improved income security through wage transparency and timely payments.

On social security, 68% of workers welcome e-Shram and Welfare Boards for easier access, and 63% see greater portability for contract, migrant, and gig workers, shows the survey findings, released by the ministry of labour and employment on Monday.The survey shows 64% of employers consider fixed-term employment suitable for their business models, and 64% expect timely wage rules to promote discipline.

Further, 71% of employers support digital tools and 73% called for uniform state implementation.

“Nearly 75% favour phased rollout of the Labour Codes, while 74% support a facilitative enforcement model,” the Survey added.

The objective of the survey-based study was to assess awareness and understanding of the Labour Codes and their enforcement mechanisms among workers and employers.

For the purpose of the study, workers’ perceptions were captured through one-on-one interviews and focused group discussions. Employers’ perspectives were drawn from leading chambers of commerce, employer federations, and industry associations, representing large industrial groups, MSMEs, and small enterprises.
